Why people believe vinegar works on windows

In San Clemente, where salt film and hard water accumulate faster than almost anywhere else in California, windows that have not been cleaned in six to twelve weeks have deposits that vinegar cannot touch.

Stage 3 (18+ months)
Deep chemical bonding between minerals and glass surface. Requires professional-grade acidic solution, extended treatment, and careful abrasive technique. Some Stage 3 deposits cannot be fully removed without risk to the glass surface.
Most San Clemente homeowners who try vinegar on their windows are dealing with Stage 2 deposits. The windows have not been cleaned in two to four months. The salt film from Pacific aerosol and the hard water deposits from MWD irrigation have partially bonded to the glass surface. Vinegar at 5% acetic acid concentration does not generate enough acid activity to break those bonds. The result: you wipe it on, you wipe it off, and the glass looks approximately the same as before — maybe slightly cleaner in the top layer of grime, but the haze is still there.
What happens when you try harder with vinegar

Stronger concentration — maybe undiluted. More scrubbing. Paper towel or newspaper. Microfibre cloth. Squeegee. More scrubbing. The haze is still there.
Here is what is happening: vigorous scrubbing with vinegar on Stage 2 deposits is slightly dissolving and redistributing the surface layer of the deposit, but not removing it. You are creating a thin smeared layer of partially dissolved mineral that dries back into a haze. The vinegar smell is strong, the effort is real, and the result is negligible.
There is also a specific risk with harder scrubbing: if the glass has any existing micro-scratches, or if you use a dry paper towel or old microfibre on glass that has fine abrasive particles (salt crystals, silica grit from Santa Ana wind), you are potentially creating more surface texture that will catch future deposits more aggressively. Professional window cleaning uses a well-lubricated microfibre sleeve and solution specifically formulated to suspend and lift abrasive particles rather than drag them across the glass.
The Low-E glass concern
Many San Clemente properties — particularly those built after 2000 in Marblehead, Talega, Forster Ranch, and the newer Rancho San Clemente tracts — have Low-E (low emissivity) coated glass. Low-E glass has a metallic oxide coating on the inner surface of the pane that reduces heat transfer. Strong acids or prolonged acid exposure can damage this coating over time. Traditional newspaper printing ink contained carbon-based compounds that had mild abrasive and cleaning properties. Modern newspaper ink formulations are different, and the paper itself has changed.
Newspaper on lightly soiled glass in controlled conditions produces a reasonable streak-free result because the paper is lint-free and mildly abrasive. On Stage 2+ San Clemente deposits, it does exactly what vinegar does: redistributes the surface layer without removing the underlying deposit. You also risk getting ink on window frames, sills, and hands.
What actually works on San Clemente windows
For Stage 2 salt film — the white coastal haze that builds on San Clemente properties in two to three months: dedicated salt film solution with appropriate dwell time, a quality microfibre sleeve with fresh solution for the scrub, and a RODI (reverse osmosis deionised) water rinse at 0 TDS. The RODI rinse is critical — rinsing with standard MWD tap water redeposits dissolved minerals as the rinse water evaporates.
For Stage 2 hard water deposits — the white calcium haze on irrigation-facing glass in Talega, Forster Ranch, and similar: professional-grade hard water remover (significantly stronger than vinegar), extended dwell time, dedicated scrub pad for mineral deposits, and RODI rinse. Multiple treatment cycles may be needed on deposits that have been accumulating for longer than six months.
For Stage 1 deposits on glass that has been recently cleaned: yes, a dilute white vinegar solution with a quality microfibre cloth and standard squeegee will produce a good result. This is the scenario vinegar was designed for and where it delivers on its reputation.
The honest summary: vinegar is a maintenance cleaning product for glass that is already clean. It is not a treatment product for the accumulated coastal deposits that most San Clemente homeowners are actually dealing with.
Salt film vs hard water — which does vinegar handle better?
Salt film is primarily sodium chloride. Hard water deposits are primarily calcium carbonate and magnesium carbonate. Vinegar (acetic acid) reacts with carbonates — hard water deposits — more effectively than with sodium chloride. This means vinegar performs slightly better on very light hard water deposits than on salt film, even at Stage 1. On Stage 2 or above, neither mineral type responds adequately to 5% acetic acid.
